Build an Online Restaurant menu for use on Tablets

Hi
I want Online Restaurant menu who is going to be used on tablets in my apartments. I have 8-10 tablets and I want to put them into each of my apartment.
This tablet is going to be used like hotel info where guest can read house rules, offers for various activities and short trips, inventory price lists, so few static pages and most important thing is food offer.
So I want that guest can order meal from his room and that chef in kitchen can see from which apartment came order, number of orders (like 2 breakfasts, or 1 chicken fillet and 1 steak), and notice from apartment that he want that meal inside room or in pool restaurant.
I want that chef from kitchen can also send notice to guest that he receive order (like thank you your order is received).
Idea is that guest in advance order lunch for next day, so guest need to have choice to choose between today, tomorrow and time. For example, Chicken fillet, tomorow, 04.30h PM in restaurant.
I want web site because I want to have administrator side of site so I can change meals and other content and on my tablet I want only small icon (shortcut ) to that web site.
So, for me biggest problem is how to register 10 tablets and when chef receive in kitchen order that he know from which room is this order. I dont want that guests type number of room like Im from room 4 because than can be mistake and guest from room 4 can order meal for guest from room 5. So each tablet need to have unique registration number.
I hope I have been clear, I never saw similar thing so I hope you understand my idea.
