Create TYPO3 template based on reference website - repost

I need someone to create and install a typo3 template based on reference website (something like [url removed, login to view] ) I will tell what website to use when you bid and display some substance to discuss.

For someone experienced and skilled in typo3, it will be easy enough, since html template is easily available through the reference website. Please tell me how you plan to do this, so I get a feel of an experienced candidate.
