322933 Magento Theme Designed Needed

I have a PSD version of a layout I need creating into a magento theme. It should work on every area of Magento and Magentos CMS navigation so If I add a new page or category it places the link in the right place etc.

It's also VERY important that the code is the best possible for SEO.. I might be wrong but the way the theme is put together for magento it's standard?

I need this doing quickly and I need it doing well.
