Audio Expert in C# Required - Create Audio Engine, Exciting Project! - repost

We require an EXPERT CODER to help us create an 'audio engine' in C#.
We need to be able to specify an input of a wave/MP3 file, and have the engine manipulate this in several ways -- using our specified patterns to "mix" other pieces of audio (spoken word) over the original audio, at various volumes.
I do not expect to receive a firm bid at this price, and we welcome experts to submit their details and knowledge level, so we can provide further detail.
If you are very knowledgeable in these areas, please bid:
* C# programming
* Manipulation of audio through code
Note that the purchase of reasonably-priced third-party audio components is acceptable in this task.
Ultimately, you will need to provide a very basic visual UI to your code, as well as the code itself in a basic component format (ie, a separate project class/DLL we can integrate into our own .NET project).
