Develop T-SQL to Answer Questions from data in SQL Server DB

I have a SQL Server database with some test records related to a company and it's employees and their feedback. I have a list of questions that I need to answer with the data and I need a strong data analyst / statistician that can provide me with suggestions for the algorithms and then also code the T-SQL required to retrieve the data.
An example of one of the questions we need to answer might be "which employees are reporting statistically relevant higher levels of [x] than the rest of the company." Another example questions might be "which divisions are reporting statisically lower levels of [x] as compared to the rest of the company." You would need you to make a recommendation as to what constitutes a significant enough amount of data for an employee or division to be eligible for the report, and also to help us to determine what constitutes "significantly relevant" in some of these cases.
The data itself is fairly straightforward being values from 1 to 10 on 10 different fields. We also would require reporting at different org levels and the DB model accounts for that. We also have some questions that are fairly subjective and will require a bit of creativity.
