A very quick 10 minute job using Adobe Illustrator to enlarge a file to a certain dimension

My adobe illustrator software program is down today. I need a very quick help to change a banner artwork from 1000mm(W) X 2000/2100mm(H) into a banner artwork with Visual Area of 1200 X 2170mm and Graphic Size of 1210 X 2395mm. I need to enlarge it in proportion, so the text and image will not look stretched. The artwork is already white near the bottom, and we need around 200mm of bleed space so that can all be the white area.
I have attached the original file (1000mm width one), and a low-resolution proof of what the enlarged 1200m width one should look like. But I need an enlarged 1200m width one in high resolution. The original artwork was created in quarter size, so the high-resolution file should not have blurry lines at 400% zoomed in.
