Configure PHPMailer for SMTP

Spam Assassin is filtering my websites email. Site is written in PHP and is using system mail call.
Reconfigure PHPMailer class to use SMTP instead of mail(). Place SMTP configuration properties on a PHP based admin panel so they are easily configurable. There are at least 20 scripts which use the PHPMailer class with several calls within each script. I have further enhancements needed for this site in the future.
We also need to address message formatting that is causing spam assassin to rank the emails high as spam. There are some formatting issues given by the spam assassin engine.
