Design & Development of Custom userpanel for FSR freeby site

I have a freebies site using FSR script already customized user side. I want to create one user control panel like hxxp://paid the fastest . com (remove the spaces). To get an idea you have to register at hxxp://paid the [url removed, login to view] / members / [url removed, login to view](remove the spaces). Once you register and login you can see the user control panel there, I want a design and development of all the features you see there with shout box in there.
