Creation of a website for Model Agents allowing profiles, agents and events to create pages

Hi
Basically I am looking for a wesbite to be created that will be a hub for models, agencies and events.
Models will be able to create a profile with their stats and photos.
Agents or Companies will be able to create a page to say what they do and what they look for.
Events can be created so models and agents can register their interest for them.
I will also want various account types from free to premium. Allowing for paid memberships. And free members will have different viewing preferences to paid members.
I wish their to be a messaging system between members and a feedback system. Some messaging will be charged dependant on member type.
I will want the profiles/events/agents to be searchable by different criteria and locations
I would want the website in English and one or two other languages, potentially more languages in the future.
I may look to add a payment system to the site to allow models and agencies to be paid securely.
I am looking as to how much this would be to create, time frame and any suggestions for the project.
