Create Social Network Intranet

We are a local government agency in need of upgrading our Intranet. We mainly use it to host documents and post internal information. We would like to create a new Intranet site based around Social network capabilities, sort of like an internal "Facebook" although the interface can be whatever it needs to be. These are the minimum requirements for the project:
1. You must migrate all of our current documents to the new site. We are currently using Sharepoint Portal Services (Free version of sharepoint)
2. New site must be Mobile friendly.
3. New site must be based around a known open source product like Elgg or Anahita or Diaspora or any other product that will allow us to edit and update it afterwards.
4. Examples of social network features include but not limited to: Chat, Calendar, Sharing of documents, etc.
5. You will create site on your own server, then give us a copy of the unencrypted code and SQL to load it on our own internal servers.
6. Screenshots of our current Intranet are included for your convenience.
