Affiliate Network Splash Information Page

A new affiliate program was launched by a few acquaintances of mine and I am interested in developing a splash information page to pull referrals.

I've had work like this done before, here is a screenshot of the finished work:

This is a HasOffers network. Whoever takes this job must develop a small website similar to the one in the screenshot to list the perks of this new network. This will require you to create an affiliate account, and I will link you to the signup page. I want this page to lay out the basics of the network and then (for example, where the payouts scale is in my example screenshot) show every offer available on the network and it's current payout. Payouts change often, so I would like this to be accomplished by using cURL. I need this job done quickly. What is most important to me is your grasp of writing (would prefer an American-born writer for the content area) and your design skills.
