Add secure login, shopping cart, & SQL Database to a website

I need to add two buttons/links to a website.
One would take you to a secure (https) site and request user/pass that would be validated against a user table in an SQL DB ( more on the SQL later). Upon successful login, the page would display two text boxes and a 'Generate Code' button. The user enters in 2 eight digit hexadecimal numbers and then clicks generate code. Generate code button parses the hexadecimal data (securely) to generate a code that gets displayed on the screen and also emails the code to the email on file in the SQL database.
The other button would take you to a shopping cart where you can enter in the same hexadecimal numbers and get a code. Here, the code can't be displayed on the screen nor emailed until credit approval is obtained.
The design elements are already done - I am more concerned about security & functionality.
There are quite a few details of course, but this is the general overview.
