Custom PDF Printer Driver

I need a custom pdf printer driver with the following requirements.

Basic features needed:

1. It must be a .NET application.

2. The virtual printer driver should be accessible to all apps on the users desktop just like any other printer.

3. It should be configurable from the control panel --> printers.

4. The installer program should be able to set up the program in its respective location, and set up the printer settings for the users.

5. Users should also be able to set printer settings through the printer properties when they click "print".

Custom Features Needed:

1. After the printer driver has printed the PDF for the user... the PDF needs to be uploaded to another server through a webservice call.

2. If the server is not available it must save the PDF on the users system until the system available again.

I've looked at quite a few different api's and it seems that Ghostscript will probably work best; however, I am open to any suggestions if you feels there is a better way to do it.
