CentOS/cPanel server configuration

I am testing some configurations on my VPS right now. I am creating new users with a dedicated IP for each one.

Scenario: There is a user (call it john999) with an IP address assigned (different from the main shared IP). So, john999 has several scripts, one of them is mail();, another downloads some files from other servers etc.

Problem: When a script that belongs to john999 communicates with other servers, they see our main share IP address. Same with other users (say joss888 or root111).

Are there any settings (apache, bind, cpanel or smth) I can change so each user gets the full 'control' over its IP, is fully responsible for it and does not share the main IP for any traffic?

When I point my browser to a specific IP it works just fine (opens the users' public_html directory). But when a script owned by a specific user (with a dedicated IP assigned) calls another server for a file, that server gets a request from the main shared IP of the VPS, not from that specific IP. So if some script downloads main page of [url removed, login to view], the file will contain the main shared IP address.

So basically, I need ALL the traffic of each user to go ONLY via his/her IP.

So simply.. Is this possible? and how? Simply bid for a 'solution'. You would provide me with the details on how to do that and I would make these amendments on my server.
