Charset, timezone and auto increment value

Hello,

We have a site that needs some work:

1. The site is in German and many of the German characters do not display correctly. We have added UTF-8, however the characters are still displaying incorrectly in php variables, javascript errors, etc.

2. The site is going to be promoted to a German audience, but the server is hosted in Texas. Therefore the time of the site is based on server time, but we need the site to be based on CET time (Germany). We tried updating this from the htaccess file but it did not work.

3. We need an adjustment made to the auto increment value of one table on the site database. I can provide more details.

We need an expert in PHP, MySQL, and someone that can start immediately.
