Convert inputted day/time to GMT

Using php/mysql create a page that lets users input a timezone, a start day/time and an end day/time and then convert those times for storage into a mysql DB.

Then the DB is accessed to find out whether the current server time is between the start/end times based on the timezone in the db that the user entered.

I have put together the page I've been working on and will give access to my server for testing purposes if need be (it will need to work on any server with php 4.3 and mysql 4.1). This script is only partially working and should only be looked to as guidance for what I'm looking for. You can use the code if you can figure it out but the functionality is not fully there. I expect the table for instance to display the time/date as the user inputs exactly along with the timezone they choose but currently it does not do that.

I am looking for a simple function or set of functions (or a class if you want to go there) to handle this sort of input/retreival. I am only doing north american timezonesan have figured out the updated algorithm for the changes recently.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
