Create and configure Drupal theme from PSD file

Hello,
I have a site that was created using Drupal and was in the process of updating the theme when the previous developer disappeared. This put the site in an unusable state as he was in the process of configuring the new theme. I need someone who can take the original PSD and create the new theme as well as make sure it is fully functional like it's supposed to be.

As you can see the theme doesn't display properly and all of the functionality is broken. I have the PSD that was created by the original designer which is the same PSD the previous developer was using. I have attached an example of the homepage so you can see what it is supposed to look like. The other pages are similar in overall design with some specific changes to each page depending on what its function is.
I need someone who is experienced in Drupal and PHP and is an efficient and reliable worker. Thank you for looking.
