I need someone to build me a system like:

Its a website where people can come and post their complain about a company or some kind of service. This must have a client area, where he should be able to see his previous post, and create new complains. Must have a company area, where the company will see the complains against them and post the reply (answer/justification). Once that the clint post a new complain this must be automatically sent to the customer support for that company (if it exist on our database if now then the user must have the option to submit a request to create that company on our database). The user must be able to classify the company by some subjects (at least 5... to be defined), i mean something like:Product quality, service quality, customer support quality...
Then, on the commom page, that do not require people to be authenticated, they should be able to see the posts and the replies from the company, and we should have a ranking section, where we will rise some companies with best results.
I would like to have this system working in portuguese, so let me know who can we deal to have this translated or if you can build that in Portuguese from scratch.
