Coding Tweaks for ongoing project

I'm looking to have tweaks done to the coding of one of my website. I am also looking for a professional coder to continue working with on future projects. The changes/tweaks for this project include:
1) Set permissions to allow only moderators and the posting user to edit/delete a comment.
2) SEO optimize posts with proper meta details.
3) Add user avatar next to user posts and listings.
4) Link profile usernames and avatars to the associated profile.
5) When logged in, add avatar next to username in global header.
