Create a Mobile App to connect Service Providers with Users

I am looking for a web app that needs to be converted into an iOS and Android app using PhoneGap.
Two aspects of the app

1. User who wants a service
---------------------------------------------
A) Sign up , credit card info, login,
B) After Login - Camera Access - take picture, add more than one picture once clicked done - form fill and submit button.
C) After login - previous jobs or pending jobs - clicking on each would give further details
------------------------------------------
2. Providers of the service
------------------------------------------
A) Sign Up - Name, Address, Professional Exp (Student, Intern, Prof, Retired), Phone number, etc
Providers login - username password SSL128bit secure.
B) Login - Jobs available.
Once a job is accepted, immediately the job should disappear for all other providers
Accepted job, will show pictures takes by users, notes and an empty box for the provider to provide expertise
C) Once the User requests a service a notification must go out to all providers via email or in app notification to conduct the service
