Custom MT4 EA Needed

I need a custom EA created that uses 2 EMA's, 3 PSAR's (15 min, 30 min & 60 min) & a RSI (4H) indicator. All indicator parameters should be adjustable inside the EA. I would also like this EA to trade a specific time specified by me. Please see the Rules below:

This Strategy is used on 5 minute Charts

Buy Rules

1. Fast EMA is above slow EMA

2. 15 Min psar is below price at close of bar

3. 30 min psar is below price at close of bar

4. 60 min psar is below price at close of bar

5. 4H RSI goes above the 70 Level. This number should be adjustable

6. Trade is closed out when the 15 min psar closes above price.

Sell Rules

1. Fast EMA is below slow EMA

2. 15 Min psar is above price at close of bar

3. 30 min psar is above price at close of bar

4. 60 min psar is above price at close of bar

5. 4H RSI goes below the 30 [url removed, login to view] number should be adjustable
