Complete and tidy up HTML template and CSS

We have a partially completed HTML template with some CSS and a menu implemented in Superfish.
We require that this set of files is completed and tidied up. There are some layout issues to resolve and an additional element to insert.
The menu system is static and can be replaced with something simpler.
The current set of three CSS files should be rationalised down to into a single file containing only the pieces that are required for the page to render correctly on modern browsers.
We expect that this is a trival project for someone with a basic level of design implementation experience. Project needs to be completed immediately and will be awarded to the first freelancer demonstrating the required skills and experience.
