Create a paperback book cover (art, text, and template provided)

I need a 6x9" paperback book cover design provided to me in print ready PDF and a Corel Photo-Paint file (in case I want to make wording changes). I have a template (attached, its based on the correct number of pages) and the art I want to use, technical instructions are included on the template. Any fonts used should be embedded. Cover design instructions are included in the attached PDF (starting at page 44). As well as this webpage [url removed, login to view]
The eBook is already on Amazon and you can see what it looks like at [url removed, login to view] . I want the paperback front cover to look much like this, perhaps with some additional design elements. The bottom red border should wrap around the spine and across the back cover.
I will provide the cover photo (without the imbedded text) and proposed back cover text (though some may need to be be edited / cut if it doesn't all fit). The back cover is where some creativity will be needed. The spine should contain The author, title and subtitle (as well as the red border at the bottom that wrapped around).
I expect to award this project to someone who has done a book cover like this before. The book is being printed by CreateSpace (an Amazon company), experience with this a plus.
I will probably learn a lot about whether you can do this project by the questions you ask. If you have not designed a book cover before you may want to create a mock-up of the cover for me to see (in PDF format). If you have done this before this should be a very easy project (only basic photo editing required other than resizing, text blocks, very basic design elements like color filed rectangles). If you haven't done a paperback book cover before I recommend reading over all the materials here and attached, and looking at other paperback book covers, and back covers, on Amazon.
