Build an Online Store for Book Rentals

I would like the help of a skilled freelancer to help me build my book rental online store and phone App.
My plan for the website is that it has to be creative, pleasant to the eye and specifically targeted towards 17-25 year olds.
Customers should have the choice of either renting or buying new/or second hand books.
and search bar is also crucial for customers to search for books by its ISBN, Author, Category and Key word.
The process from searching for a book to the final purchase and or renting should be as minimal as possible without compromising on quality.
Also when purchase is made, the user should be able to track their order not only on the website, but also from their phone, hence the second part, i want native iPhone and android app which will be very smooth and awesome looking, that will allow users to buy stuff on phone and also get notified through push notification about their orders on its way.
Also i want users to sign in and i can keep their tracks and records.
Also i want complete control panel from where i can add or edit products etc.
As I am a new start up I am running on a tight budget so reasonable offers please.
