Rename Files in a Folder

Not sure what the proper work category is for this. I have 1,052 PDF files in a local folder. They are named like the following for example:
National (200)
Olalla Valley (12668)
State Hwy 3 (3015)
Water (2764).Tier2
Portland (1101, 1103, 1105)
I need to rename these 1,052 files placing the numeric at the beginning and deleting the parentheses. For example, the top files would be renamed
200 National
12668 Olalla Valley
3015 State Hwy 3

I am looking for bids for a freelancer that will either do so programmatically for me (creating the macro or routine that I can run on my local against these 1,052 files .. or .. bids for people that would do this manually (renaming the files). In that case I would upload the zip thereafter.
