Data Conversion and file transfer .

A program is required to download source file data (in csv format) from Site A (ecommerce site) , transpose some tables therein, and upload output to Site B - an ftp site of the shipping company -also in CSV format. Then, vice versa run a similar routine from Site B to Site A. Program need to loop continuously. The data conversion element is similar in functionality to copying Excel tables from one sheet to form another. The program is required to copy customer details from a set of tables in one format and send to the shipping company -who require the data in a different table format.
File sizes are relatively small (20k) and infrequent (perhaps 2-3 times a day)
