Converting Volusion Template to Responsive Template

We have an ecommerce website hosted on the Volusion platform, and are looking for an expert coder with Volusion experience to take our current template and convert it into a responsive template. We need the coding to be very clean to prevent slow load times. The styling when viewed on a phone or tablet should match very well with the current desktop version, with obvious tweaks to make it look better on a smaller screen (the usual collapsible menu button, stacked images, etc.) We can provide a .psd file with how we'd like the website to look on a phone or tablet if necessary, but would prefer someone who can do both the design and coding work as we need to focus our time on other projects.
