Create 3D design of plastic shoe cover

I would like a 3D design created for a single piece plastic shoe covering.
It will need to clip onto the ankle similarly to how a visor clips on the head (example image: [url removed, login to view]). It will also need to cover the top exposed portion of a shoe and rest on top of the shoe.
Target shoe size to cover should be a size 12 tennis shoe. The design should suitably cover both a left and right shoe.
The goal is to have a design that can be easily sent to a 3D printer for prototyping.
