I can make a highly customizable machine simulator with real-time control from cockpit and/or outside view in UE4. User customization could be the most time consuming part, depending on how complex you need it (custom materials, replaceable moving parts, etc.) We can start with basic playable version first and add more features over time as necessary, or set hard upfront budget and time also. My pricing and development speed is reasonable. (Not very fast at the moment, but can speed up in early 2020).
