Custom Graphing Script

i need a script created that can be used adhoc or autonomously to create a line graph of values. the x axis will represent time, while the y axis represents the value. the graph should feature coloring. green within X from predicted value, yellow within X, red X greater than, blue X less than. each x should be a variable easily changeable at the top of the script. The script needs to request four specific values from the user. the first value will choose the directory, it must be a variable and the directory must be fixed and contain this variable. the other two values are integers. the script should search through all text files within the directory called by the first variable using the easily selectable date time or relative time search parameters. it will then look at all txt files that fit the time parameter. it will search through these text files for a CSV delimited line that contains values in order matching the 2nd and 3rd specified variables. it will then grab the last value from that CSV delimited line and perform a lookup using the first, second, and 3rd variables against an oracle DSN connection to create the color scheme. the dsn connection will indicated a precise or predicted value, connection capability and return should be invluded in the script. i will build the SQL query. it will then create a line plot using the time data, file written data for step on x axis for each text file, measured value from each txt file, and predicted value for color scheming. it will be live update and reference a fixed directory that will only require variables 2 and 3 with a fixed txt file that constantly overwrites itself with new data. it will update the graph, show the current measured value next to the graph, every XX seconds which should be variable definable easily. the script will notmake use of any 3rd party tools, imports, or addons. it can be done in python, powershell, javascript and html, batch. Powershell is preferred. the script will need to be retyped to verify coding authenticity and must not be provided as compiled. please using dummy data instead of the DSN connection for proof of concept, but include the odbc connection return.
