WordPress/PHP Expert, Geo Target Plugin Help

I have a wordpress plugins for geotargetting visitors that I need some help on. We are doing some updates and fixes need to be made. I am using this database: [login to view URL] I am using this API script to read the IPs: [login to view URL] Here are the 3 items I need help: 1. Install the updating api package and files using Composer on that link. 2. Check to make sure the database file is properly downloaded and copied to our directly completely using file get contents or curl method. We have some instances where only a few kilobytes of the file are getting copied and not the full file. 3. Verify that the plugin is working properly with different IP addresses and update/fix pieces of the code. I need this done ASAP and would like someone starting by tomorrow.
