.select2 is not working on the website

i have dropdown created on the fly , after i apply .select2 jquery on it , however its not working it give me select2 function isnt defined . to check go to this url [login to view URL] add something to cart . go to checkout and you will notice the error . this is javascript problem , so forget about giving you any access to the website ftp or cpanel , you have to tell what the problem and give the solution . $10 is the reward for this , no more .

I have reviewed your requirement and site but did not found this error on checkout page for select2 is not defined, there were only one dropdown for city I think and it was working fine yet I have noticed that there were some issue related to jquery in the console so please let me know what should I do to reproduce the issue to check.
