Ill provide only plain php 2- your server needs to have scheduling tool (crontab) 3- now about Picture URL. I didnt fully understood. It is picture URL wich is part of rss? or You want it generate screenshot of every news page? If first - ok, no problem. If second - it isnt too fast to develop it and we must probably use 3d party api wich can generate it and it can cost money (like abonement for using their api) Lets chat.
