Online Business Card Ordering System

Simple company business cards ordering system. This company has many employees around the country and want to centralise their business cards ordering to one location. A user will login, view the business cards template of their office - input their variable details such as name, telephone, email etc - The user can then preview the actual business card with their details and place their order.
There will be three levels of users - 1. Users, [login to view URL], 3. SuperAdmin.
The system will have to let user select a business card template that was created by super admin - add in their details via inputting in form fields - the card should update visually and show the user what their card looks like. They can then place an order for cards. When they place an order and email is sent to admins to approve the card for print. Once admin approves the card Super Admin (the printer and the client of this website) will be able to produce a print ready PDF file that they can print the cards with.
They have existing business cards templates - so not sure yet how we bring those in - perhaps there is a way to import PDF and let it be editable in HTML and allow it to be exported again to PDF.
HTML to PDF already exists and can create these cards easily. So we need to build a system that will allow users to customise existing card designs with text info only.
There must be a login section, password reminder, email reminders and simple card ordering.

Screens are designed - we are ready to move on this.
This is a complete internal ordering system. So no payments, no payment gateways. Very simple users - the hardest part is the business card viewing and edit - then saving out to PDF.
The users and admins are very simple.
