Implement static RWD website on bootstrap framework into Drupal 7 cms

I want to implement html/css/js website into Drupal 7.59 as a new theme. The static website is built on boostrap framework, in RWD technology. It has 3 pages including contact form plus login and register pop-up pages. New theme will be a sub theme and inherit some properties from parent theme. I need to rebuild all the pages from scratch on Drupal 7 I provide Drupal 7 on my server and static website with html, js, compressed css file and SASS files, images, logo and screenshot. I am looking for an expert who has profound experience and knowledge in implementing advanced bootstrap theme into Drupal 7.
