Extend Wordpress Event Espresso Plugin Emails to Show Time in Event's Local Timezone

We are currently using Wordpress with the Event Espresso Plugin. Requirements: Build a plugin to extend the Event Espresso ([login to view URL]) plugin that will hook into the emails that are sent out, to show the event time in the Event's local timezone: The basic process we are suggesting is as follows: 1) Hook into the existing registration confirmation emails from Event Espresso. 2) Grab the Location of the Venue at which the event will be held. 3) Find what timezone that location is in. (You'll need to find a library or webservice to accomplish this). 4) Reformat the event time displayed in the email to display in the local timezone of where the event will be held. (If it's just as easy to hook into the place where all event times are controlled from, we are perfectly ok with this plugin showing all the times on the entire website in the event's local timezone, and not just the email.) This should be written as a plugin extension - thus, it should work on any Event Espresso installation. We are currently using version 4.9.47 Freelancer must be proficient in English. Applicant MUST have prior experience customizing and extending wordpress plugins. Previous experience with Event Espresso is highly preferred.
