Create a socket to connect with API to external taxi dispatch software

This project needs to create a socket to connect a external taxi dispatch software, this socket should run in a windows server. First action of this development is that it needs to monitor calls in a asterisk pbx and depending if the number calling exist in a database (mysql), this socket must hangup the call and create a new dispatch in the external software (using API), if the dispatch has been created it should use again the API to query (every 10 seconds) and check the car that has been dispatched for this booking (create logs for created and dispatched)
