I need a php page that does the following:

For each visit it will get, if the IP didnt visit the page in last 24H, and speed of download is greater than 2mbps, then it will display the word "OK".. else it will display "NO".

"NO" displays anytime the speed is lower than 2MBPS or IP was used in last 24h.

For saving ips you can do it in a mysql db .. I need the loading and the Result "OK" or "NO" to be displayed very fastly, instantly if possible.

no image no animation.. just this function to be coded asap.

[url removed, login to view] allows you to see how fast is your connexion, but its slow to show the result, i need almost instant Ok or NO result.

I m on low budget, will pay the fastest and cheapest offer.
