Build a Proxy Redirection script

The script will be hosted on a server and take in a pool of proxy IPs, it then needs to connect these to ports on the server so users can connect through the servers ports and the connection through the ports will be tunneled through the proxy IP, keeping the original Proxy IP address hidden.
For example:
PROXYIP -[login to view URL]:port:user:pass would be connected to SERVERIP:8080:user:pass so that a individual could connect to SERVERIP:8080:user:pass and their connection would be tunnelled through to the PROXYIP. Hiding any information of the original proxy IP from the user, only allowing them to see the main server IP.
The script needs be able to route a single proxy to a single server port.
The script needs to be scalable and able to take in thousands of proxies, then assigning them each ports.
The script needs to be able to take in User:pass proxies and then give out user:pass server IPs to connect to.
If possible incorporate a mode which rotates the proxy IPs amongst the ports, however this isnt essential.
