Build a basic online store with no payment gateway

Type: e-commerce site Payment gateway: no payment gateway is required. Preffered framework : wordpress maybe? Current site: [login to view URL]   but this will be much more simple, 10 items. each in 4 different sizes but design can be similar. Features:    [login to view URL] up + Login § Admin end § End user(not so many fields are required only email, username and password)    2.  Demand Control System.  Admin needs access to see § Employee data § Number of shirts ordered § Design of shirt § Size of shirts then, the Tshirt company would estimate how many shirts of each style and size to print like 5 red shirts, size small / 10 red shirts, size medium    3. A code is required to be entered while signing up  (admin can enable or disable this option anytime    4. Website should be responsive with any android or apple device   Images and short description of each design will be provided.  Note: this is complete requirement I can pay only $80 for this.
