Android - Record Square Video (1:1 - 640x640) - Repost - open to bidding

Android, java code to Record & Convert video into Square 1:1 ratio. 640x640, 480x480, etc. If possible would like to join multiple videos as well (combine/merge videos from playlist into 1 video). Needs to support version 4.0.3 - 4.0.4 Ice Cream Sandwich, API/SDK 15+. There should be no license restrictions where I need to post/publish source code or pay licensing fees. The goal for this code is similar to a vine or instagram type video recording/publishing experience. Project should be built and run inside Android Studio and be capable of recording and saving the video in 1:1. Target 5.0 Video size/resolution should be editable in code to support multiple 1:1 sizes. Videos recorded and saved in 1:1 should have a frame rate of 30fps on most devices and default to 640x640. All processing, recording, and any conversion must be done in code and on device, no external, paid, or upload based conversions. I should be able to record a 1:1 video in 640x640 @ 30fps using the project and pull the video off my device and onto my computer.
