Joomla file management, rights management - open to bidding

Hello We would need to add some functionality to this Joomla project [login to view URL] (it is running now on one of our test domains, as it is not finished). The thing we would require is that the user should be able to upload the files like pdf, xls, doc, etc. to the media folder and subfolders in Joomla media gallery and then to be able to post these files in the articles so they would be visible in the frontend contend for the visitors. The user rights should also apply on these files, as there are more sub-domain pages in this project and some users have rights for just some of them, so if I would have an access for just some subdomain, I am able to make changes just on this one and I should be able to upload and see only the files, that belong to this site as well as create/edit/delete subfolders. The same user-rights policy should also apply to picture gallery.
