It appears to me to be an employee survey site for hotels. Here each GM(Not sure what GM is) gets a unique link to the survey and provides responses. Likewise managers can logon and see progress but obviously cannot change. After survey is done, manager will be able to see summary/dashboard(layout to be provided) and to download the report(pdf?) Administrator can be added to the system and they can manage user/hotel data, change text of the link,mail and also add VPs to the system who can access the system.
