Build a Website gathering certain industry professionals together (job forum and discussion forum)

The project is to build a website for a specific target group. The website should have discussion forum and place where employers can post their job adds, ability tests and projects. Employers can also post competitions in a similar way as here at freelancer. The money should come in from employers posting their [login to view URL] could also sell advertising space for companies interested. The employer should have a registration form which I would receive in my email so Id then send him an invoice (so not online payment option yet). Main idea in the webpage is that companies should become aware that this page is the best way to find employees for them. Also the website discussion forums can provide great help for users thus bringing traffic into the website. The "professionals" could post their CV:s online so they should have profiles. Also employers should have profiles. Also filtering should be available for both employers and professionals. Page should include some intelligence so I would know how many employers and users there are (some statistics). This page will specialize on companies and professionals in Finland so Im not sure how to translate webpages. i could tell what certain English lines are in Finnish. But if not possible the pages can also be done in English. The project is only in the beginning but the above things are what I would like the website to contain at the moment. The website should become a number one place to look for professionals of certain industry. Id like to have a ambitious freelancer who has done similar pages before so he/she could help me on what these type of pages should contain. The websites must look professionals and be easy to use. These webpages are the first ones for this certain industry so they have to be great and innovative from the beginning. Please let me know what you could give to this project and your estimate what the things described aboe would cost.
