Bash/Python/PHP/Perl/Everything cli linux script needed

I have a large (10MB) old file generated by a blog. Because some scripts were broken, the format is generated in a really weird format and I'm looking for someone who is capable to write a script I can run on linux cli to get the format I want in a new file. It doesn't matter if it's bash, python, perl, php as long as I don't have to install modules for such easy thing. I attached a part of my log to the project. Please download, review it and carefully read the project's description before bidding ( I can't send more of it as it contains sensitive information like: user's emails, phone numbers,etc). It is pretty annoying to have to copy an ip, search to see if a comment was left by a certain user, etc. I would like the script to arrange the file based on the IP addresses in this format: Date User: Comment: Reference: IP ########################## Date User: Comment: Reference: IP ########################## ..... .... .... ########################## Date User: Comment: IP ########################## Timestamp is important and you can make the script automatically delete it, as long as the Date stays there. VERY IMPORTANT NOTES: 1) Please notice that NOT all the "user: entries have a corresponding "Comment" or "Reference" added to them. Some users just logged in, clicked "I like this article" button and didn't comment. 2) The output file should list first the entries with User+Comment+Reference and then the rest. 3) Some of the entries might be duplicates, so if there are any IDENTICAL User/Comment/Refference entries the script should just ignore them. Please do not bid if you don't speak English and/or if you believe this job requires more than a few hours to complete. Thank you all for understanding.
