Automated Data List Cleaning Platform

I need a web based script that allows a user to clean their email list. I am starting this service. A user should be able to upload a CSV file and then the script does the follow: 1) Identifies duplicate email addresses and addresses that don't have the correct email syntax and loads those into a separate list. 2) Separates “Role Account” emails, such as: sales@, support@, info@, etc. into a separate CSV file. It should allow me to enter these specific keywords into a comma separated text field like this: sales,support,spam,info,abuse or by email provider. 3) Connects directly to the email server to authenticate if the email address exists on the server. 4) Removes emails that match a list of uploaded emails. The user should be charged based on the size of the original list. It should produce three CSV files for download: one that has the new "cleaned" list, one that has all of the duplicates and errors, and one that has all of the "role accounts". This needs to be able to handle processing a single file with 150,000,000 records. That is 150 million records. No exceptions. It could use a MySQL database for this. No desktop software solutions. This is for programmers only. I want the application installed on my server. Small budget project.
