Message Board App for Wordpress

We need an addon for word press.
We have a few shops, and want a staff notice board for each shop.
It must be simple, as in just like writing a post, and then being able to comment on the posts, but also have the ability for each staff member to click "read" once they have read each post.
It should also show who has read the post, and also highlight when a new unread comment is added to a post.
Please see screenshot mockup.
I would like this to be an independant addon if possible, otherwise we are using a hosted version of wordpress.
Please specify in bid which way you would handle this.
