Job portal with social networking element

Hi I have some requirement to build a custom web portal for jobs with social networking aspects. However as part of the POC I want to get some work done as part of the wide work. As a search I engine I want to put Lucene in place so that it can index the jobs and information user can search I need someone to put - A Cakphp framework in place (I know its free) - Put a generic layout ( + CSS in place ) - Build be a module where applicant can build his profile (Registration + Profile building ) - Integration with linkedin to get the data. - Build a module where a corporate can build a profile - Module to post a job by corporate (Based on membership - Memebership management to be done later ) - As a user I should be able to search and apply for jobs. - As a user I should have my page where I have my social profile + activities + reccomendation in place - Home page will have user profile (home page of a user + job search module ) I want someone to do this poc for me with flexibility of changing some of those later, but keeping in mind to build a scalable web application.
