436458 Classifieds website developement and design

Classifieds website with the following features : When you first log in to the website you see a list of countries\cities (similar to eBay classifieds or formerly Kijiji and craigslist). On every city there's categories for the classifieds with a panel at the top and to the right that lists premium or featured ads (ads that people are willing to pay extra so they show up on their city's homepage) similar to (Classifieds Theme by [login to view URL]). Categories, design and look and feel very similar to eBayclassifieds but with your own twist. Ad layout is interchangeable, car ads are different to electronics ads for example. The website should be in Right To Left orientation, with a language file so I can translate it to Arabic. With another version in Left To Right so I would have the option to launch an English version sometime. There would be a simple membership system, with ability to view the ads you posted, check their status (offline or live) and the ability to buy premium status for their ads. I would also like a simple design, minimalistic and web 2.0 like eBayclassifieds, logo not included, with the ability to change the theme. I understand that making something like this from scratch might be costly and tedious, I really like the Classifieds Theme by [login to view URL] but I have asked them and they don't support the separate cities\countries feature and also no Arabic or Right To Left. If you could implement those with already existing open source software like the Classifieds Theme for Wordpress, I'm OK with that. I hope I didn't forget to include anything. If you could provide sketches for what the website might look like that might make my decision to choose you. I like to know what I'm paying for and it would save us from any un wanted surprises.
