php/flash expert needed

i have a dolphine script that is having problems with loading things like music,video,chat etc. i get error saying (loading error) also in admin, the mass mailer not working maybe permission prob. also during sign up and group creation, the security image isnt responding it keeps saying wrong image id when i put it in many times still the same outcome. i was told this maybe a permissions situation as well with the server /tmp file needs to be chmod to 777 but i dont know how to access that file to change. just need someone who fix these things. i have listed here what i have found thus far as being problems. groups (image veri dont work when trying to creat a new group) ,music,video,chat,boards,(loading errors in all) mass mailer not working in admin panel this is brand new install so problems may be as simple as permissions im not aware of or as much as reinstalling a folder like orca and ray im not sure. also the web pressence is having loading error for /[login to view URL] you can see this site at [login to view URL]
